Military Gay Couples Won't Enjoy Benefits

SAN DIEGO -- Gay service members from Army soldiers to Air Force officers are planning to celebrate the official end of the military's 17-year policy that forced them to hide their sexual orientation with another official act ? marriage.

A 27-year-old Air Force officer from Ohio said he can't wait to wed his partner of two years and slip on a ring that he won't have to take off or lie about when he goes to work each day once "don't ask, don't tell" is repealed. He plans to wed his boyfriend, a federal employee, in Washington D.C. where same-sex marriages are legal.

He asked not to be identified, following the advice of the Servicemembers Legal Defense Network, a national organization representing gay troops, including the Air Force officer, that has cautioned those on active duty from coming out until the ban is off the books.

"I owe it to him and myself," the officer said of getting married. "I don't want to do it in the dark. I think that taints what it's supposed to be about ? which is us, our families, and our government."

But in the eyes of the military the marriage will not be recognized and the couple will still be denied most of the benefits the Defense Department gives to heterosexual couples to ease the costs of medical care, travel, housing and other living expenses.

The Pentagon says the 1996 federal Defense of Marriage Act ? which defines marriage for federal program purposes as a legal union between a man and woman ? prohibits the Defense Department from extending those benefits to gay couples, even if they are married legally in certain states.

That means housing allowances and off-base living space for gay service members with partners could be decided as if they were living alone. Base transfers would not take into account their spouses. If two gay service members are married to each other they may be transferred to two different states or regions of the world. For heterosexual couples, the military tries to avoid that from happening.

Gay activists and even some commanders say the discrepancy will create a two-tier system in an institution built on uniformity.

"It's not going to work," said Army Reserve Capt. R. Clarke Cooper, who heads up the Log Cabin Republicans, a gay rights group that sued the Justice Department to stop the enforcement of the "don't ask, don't tell" policy. "Taking care of our soldiers is necessary to ensure morale and unit cohesion. This creates a glaring stratification in the disbursement of support services and benefits."

Cooper said he also plans to marry his boyfriend, a former Navy officer, in a post-repeal era.

The Obama administration has said it believes the ban could be fully lifted within weeks. A federal appeals court ruling July 6 ordered the government to immediately cease its enforcement. After the Department of Justice filed an emergency motion asking the court to reconsider its order, the court on Friday reinstated the law but with a caveat that prevents the government from investigating or penalizing anyone who is openly gay.

The Justice Department in its motion argued ending the ban abruptly now would pre-empt the "orderly process" for rolling back the policy as outlined in the law passed and signed by the president in December.

The military's staunchly traditional, tight-knit society, meanwhile, has been quickly adapting to the social revolution: Many gay officers say they have already come out to their commanders and fellow troops, and now discuss their weekend plans without a worry.

The Air Force officer says he has dropped the code words "Red Solo Cups" ? the red plastic cups used at parties ? that he slipped into conversations for years to tell his partner he loved him when troops were within earshot. He now feels comfortable saying "I love you" on the phone, no longer fearful he will be interrogated by peers.

One male soldier, who also asked not to be identified, said after Congress approved repealing the law, he listed his boyfriend on his Army forms as his emergency contact and primary beneficiary of his military life insurance in case he dies in Afghanistan.

He said when he was transferred to South Korea, he and his partner had to pay for his partner's move.

"But we were able to stay together," the soldier wrote in an e-mail to The Associated Press from Afghanistan. "During the move, I realized I needed to make sure my partner in life was taken care of if something, the worst, ever happened to me, especially knowing I was about to deploy."

The soldier said when he added his boyfriend's name to the paperwork as a primary beneficiary and identified him as a friend, the non-commissioned officer in charge shut his office door and told him: "Unlike the inherent benefits to being married in the Army, such as housing and sustenance allowances, our life insurance and will don't discriminate."

Same-sex partners can be listed as the person to be notified in case a service member is killed, injured, or missing, but current regulations prevent anyone other than immediate family ? not same-sex spouses ? from learning the details of the death. Same-sex spouses also will not be eligible for travel allowances to attend repatriation ceremonies if their military spouses are killed in action.

Gay spouses also will be denied military ID cards. That means they will not be allowed on bases unless they are accompanied by a service member and they cannot shop at commissaries or exchanges that have reduced prices for groceries and clothing, nor can they be treated at military medical facilities. They also will be excluded from base programs providing recreation and other such kinds of support.

Military officials say some hardship cases may be handled on an individual basis. Activists warn such an approach will create an administrative nightmare and leave the military vulnerable to accusations of making inconsistent decisions that favor some and not others.

Military families enjoy assistance from the Defense Department to compensate for the hardship of having a mother or father or both deployed to war zones and moved frequently.

"It strains a relationship when you're gone for over a year," said Navy medical corpsman Andrew James, 27, who lived two years apart from his same-sex partner, who could not afford to move with him when he was transferred from San Diego to Washington. "But straight couples have support so their spouses are able to be taken care of, with financial issues, and also they are able to talk to the chain of command, whereas gays can't. They don't have any support at all financially or emotionally, and that is really devastating."

He said he was lucky that his relationship survived and now that he is in the Reserves, they are together again in San Diego.

The benefits issue came up repeatedly during training sessions to prepare troops for the policy change.

"There are inconsistencies," Maj. Daryl Desimone told a class of Marines at Camp Pendleton, north of San Diego, after being asked about benefits for gay military personnel. "Anyone who looks at it logically will see there are some things that need to be worked out in the future."

The military's policy denying benefits to same-sex couples could change if legal challenges to the Defense of Marriage Act prove successful. The Obama administration has said it will not defend DOMA in court.

Earlier this month, the Justice Department filed a legal brief in federal court in San Francisco in support of a lesbian federal employee's lawsuit claiming the government wrongly denied health coverage to her same-sex spouse. The brief said the lawsuit should not be dismissed because DOMA violates the constitution's guarantee of equal protection and was motivated by hostility toward gays and lesbians.

Playing Politics with the Debt Ceiling (ContributorNetwork)

As the government gets closer and closer to running into the debt ceiling, Congress seems to be playing at politics instead of governing the country. It looks like though Congress is more fixated on the 2012 elections than the Aug. 2 date on which the government will run out of money. I spoke with the Director of the UNH Survey Center and associate professor of political science at the University of New Hampshire, Andrew Smith to get an expert's opinion on the way things are going in the debt ceiling negotiations.

What's really happening in the debt ceiling negotiations?

I think both sides are playing a game of chicken and I think both sides recognize that there will be some sort of resolution to this. They are appealing to their bases this year, but their eyes are on the 2012 election. I think a lot of this is for the 2012 election. Both sides, I think right now, have to appeal to their bases, because those are the only people that are paying attention to this right now, the political activist community. The general public may be paying more attention than they would have in the past, but I think they are more concerned with a lot of other issues.

Who seems to be getting most of the blame for the debt ceiling standoff?

The national numbers show that over the last several weeks, Republicans seem to be getting the benefit from it. If you look at things like some of the generic measures such as the generic House ballot question, which I think is a good indication of how people are, you know, how people say they are going to vote at the ballot box has moved somewhat toward the Republican side.

The right track/ wrong direction question is something that is something that is down. The people who say the country is headed in the wrong direction is at its highest certainly since President Obama has been elected. That's up to 65%. That's usually an indication of that the President and the President's party is being blamed.

Those are the kind of overall trends that I would look at. The other one that I would look at is the President's job approval rating. It's negative now and it's been increasing over the last couple of weeks pretty sharply. The national average is about 50 percent disapprove, about 45 percent approve.

Currently, the Republicans seem to be taking an absolutely no compromise position. As long as they also seem to be winning on the issue politically, there is no reason to change that --

I don't know if I quite buy the premise. I think that both sides are posturing on the issue. Without being there and being a fly on the wall, I think there's probably a lot more room for compromise than we probably know. I think a lot of this is for public consumption, and not really what's going on inside those negotiating rooms.

I'm always skeptical about what gets in the newspapers because that's being said by those who were in the room and want to make sure that their point of view gets greater representation or is made to seem to be the truth. I'm always dubious.

In the last few days specifically, the unity of the Republican Party seems to be weakening a little bit, with Cantor, McConnell and others making statements that are seemingly at odds with one another, and there's even a little bit of name-calling thrown in. Does this signal an even bigger rift coming up for the 2012 primary season?

I don't think it will have much impact in the primary season, but there's always going to be those differences between the Senate and members of the House of Representatives, because they have very different constituencies which they represent. The Senators and the Senate itself, does have a reputation and a history of looking more at the national interest and less at the parochial interest, except when it comes to bringing home the goodies whereas, people in the House are more concerned about their local constituencies, because they have to run for reelection every two years. They're more focused on short-term political forces. I think that is the kind of classic tension between the House and the Senate and I think we're seeing that displayed in this latest debt ceiling battle.

You don't see it as any really weakening, but just the natural interplay between the two houses?

If it continues and it sharpens, it could cause a problem for Republicans in general, because one of the things you have to count on as a member of a political party, is a strong sense of unity within your party, because you want to have the anger and emotion concentrated against the opposing party, not within your own party.

If it gets ramped up and you see more division, more specifically, between the tea party wing of the party versus more of the establishment of the Republican Party it could be potentially problematic. If the tea party wing expresses being fed up with the party as a whole and you get a situation where Republicans face a situation like you get with Ross Perot where a number of Republicans said 'To hell with the Republicans, I'm going to vote for Ross Perot as a protest vote' then, that could cause a problem for Republicans, but I don't think we're at that point yet. I think it's too soon to say that much about it.

Some of the GOP presidential candidates currently in congress have made very plain statements on the issue. Michele Bachmann, for example, has said the other day that she would not vote for any debt limit increase unless it included a repeal of the Affordable Health Care Act. Ron Paul won't vote for it in any circumstance. These statements would seem to be very difficult to go back on, and still run for president. With such prominent people in the party holding out against any compromise, or holding out for things that are not going to happen, can there really be a compromise? Is there enough support for compromise from the GOP side?

Well, the two people you mention, Ron Paul and Michele Bachmann are not really leaders within their party caucuses. I think that's a critical thing to remember. What you're talking about now are the leaders within the legislative caucus of the Republican Party. Those are the people that have, in the past, shown much greater willingness to compromise. With that said, I think there is a hardening of positions on the Republican side. I think there is a hardening of positions of the Democratic side.

Court: 'don't ask, don't tell' will stay in place (AP)

LOS ANGELES ? A federal appeals court late Friday ordered the military to temporarily continue its "don't ask, don't tell" policy for openly gay service members, responding to a request from the Obama administration.

In its three-page decision, the U.S. 9th Circuit Court of Appeals said the ruling was based on new information provided by the federal government, including a declaration from Major General Steven A. Hummer, who is leading the effort to repeal the policy.

The court said it was upholding an earlier ruling to keep the policy in place "in order to provide this court with an opportunity to consider fully the issues presented in the light of these previously undisclosed facts."

Despite the delay in dismantling the controversial policy, the ruling bars the federal government from investigating, penalizing or discharging anyone pursuant to "don't ask, don't tell."

The order is the latest twist in the legal limbo gay service members have found themselves in as the policy is fought in the courts simultaneous to its slow dismantling by the federal government, which expects to do away with it by later this year.

The court of appeals had halted "don't ask, don't tell" July 6 but the Department of Justice filed an emergency motion Thursday saying ending the policy now would pre-empt the orderly process for rolling it back, per a law signed by President Barack Obama in December.

Friday's ruling was supported by Servicemembers United, an organization of gay and lesbian troops and veterans, but the group's executive director Alexander Nicholson voiced frustration over the slow process of dismantling "don't ask, don't tell."

"The situation with finally ending this outdated and discriminatory federal policy has become absolutely ridiculous," said Nicholson. "It is simply not right to put the men and women of our armed forces through this circus any longer."

The ruling didn't elaborate on Hummer's declaration. The Department of Justice said in a statement that it asked the court to reconsider its order "to avoid short-circuiting the repeal process established by Congress during the final stages of the implementation of the repeal."

It said senior military leaders are expected to make their decision on certifying repeal within the next few weeks. In the meantime, the Justice Department said "it remains the policy of the Department of Defense not to ask service members or applicants about their sexual orientation, to treat all members with dignity and respect, and to ensure maintenance of good order and discipline."

The Justice Department noted that the Defense Department has discharged only one service member since Congress voted to repeal the policy, and that was done at the request of the service member.

Last year's ruling by the appeals court stemmed from a lawsuit filed by the Log Cabin Republicans against the Department of Justice.

The gay rights group persuaded U.S. District Court Judge Virginia Phillips to impose a worldwide injunction halting the ban last October, but the appeals court granted the government a stay, saying it wanted to give the military time to implement such a historical change.

The Log Cabin Republicans asked the court Friday to deny the motion, saying "an on-again, off-again status of the District Court's injunction benefits no-one and plays havoc with the constitutional rights of American service members."

The plaintiff said while only one service member has been discharged since the congressional vote, three others have been approved for discharge by the secretary of the Air Force but the processing of those actions have been "stopped in their tracks" by the court's order. Granting the stay the government wants would allow it to act on those discharges and also allow it to put recent applicants from gay enlistees in limbo, the group said.

Justice Department attorneys said in their motion Thursday the grounds for keeping the stay in place are even stronger today than they were when this court initially entered the stay, and that disrupting the process set out by Congress would impose "significant immediate harms on the government."

The chiefs of the military services submitted their recommendations on the repeal to Defense Secretary Leon Panetta last week. As soon as the Pentagon certifies that repealing the ban will have no effect on military readiness, the military has 60 days to implement the repeal, which could happen by September.

Lt. Col. Paul Hackett, a lawyer in the Marine Corps Reserve, said military officials are ready for the change and there is no need for a delay.

"We're already taking steps to implement it," he said. "Politicians do what politicians do for whatever their political need is. It's an election year, so somebody is obviously taken that into consideration. I suspect that's what driving this."

Friday's order lays out a schedule for anticipated objections and motions from both sides: the Log Cabin Republicans have until 5 p.m. Thursday to file opposition to today's motion, and the federal government has until 5 p.m. the next day to file a reply supporting it.

The court also asks the federal government to explain by close of business Monday why the information on implementation of the Repeal Act wasn't provided sooner.

FBI probes 9/11 victims hacking claim (AFP)

NEW YORK (AFP) ? The FBI launched a probe Thursday into allegations that the News of the World contacted a private investigator in the United States in a bid to access the phone records of 9/11 victims.

Justice officials stressed that the inquiries were preliminary and didn't constitute a formal investigation, but the scandal engulfing Rupert Murdoch's under-fire media empire has now firmly crossed the Atlantic.

News International, the British firm that owned the now defunct tabloid which allegedly hacked the phones of murder victims and bribed police officers, is a subsidiary of Murdoch's New York-based News Corporation.

US lawmakers have been calling for days for a probe into allegations that the phone records of 9/11 victims were sought, and into whether the alleged bribing of British police by a US-based company contravenes American law.

"We are aware of the allegations and we are looking into it," a spokeswoman told AFP from the FBI's offices in New York, where specialized cybercrime and white collar crime units were expected to make the inquiries.

"For allegations into the 9/11 victims, this would be done out of New York," a legal source told AFP, speaking on condition of anonymity because he was not authorized to speak about the case.

A Justice Department spokeswoman said only: "The department does not comment specifically on investigations, though any time we see evidence of wrongdoing, we take appropriate action."

House Homeland Security Committee Chairman Peter King, a Republican, had sent a letter to FBI Director Robert Mueller urging him to look into allegations of possible News Corp. impropriety in the United States.

"The 9/11 families have suffered egregiously, but unfortunately they remain vulnerable against such unjustifiable parasitic strains. We can spare no effort or expense in continuing our support for them," he said.

Democratic Senators Jay Rockefeller and Barbara Boxer also urged Attorney General Eric Holder and Mary Schapiro, chief of the Wall Street watchdog Securities and Exchange Commission, to see if US laws had been broken.

"The reported allegations against News Corporation are very serious, indicate a pattern of illegal activity, and involve thousands of potential victims," the lawmakers said in a letter to Holder and Schapiro.

"It is important to ensure that no United States laws were broken and no United States citizens were victimized," the senators said.

After decades as Britain's political kingmaker, Murdoch has seen his empire threatened by a wave of public outrage since The News of the World tabloid admitted illegally intercepting people's voice messages.

The phone-hacking row had rumbled on for months but exploded last week after it emerged that the paper had targeted the messages of Milly Dowler, a murdered 13-year-old girl, and of the families of the veterans of the wars in Afghanistan and Iraq.

Murdoch shut the 168-year-old tabloid on Sunday, and on Wednesday pulled out of the biggest media takeover bid in British history, for pay-TV giant BSkyB, before accepting to be grilled by lawmakers to try to limit the damage.

News Corp's shares have plummeted in the past week, and the Murdoch-owned Wall Street Journal reported that the media tycoon was considering selling off his remaining British newspapers, The Times, The Sunday Times and The Sun.

In the United States, Murdoch's Fox News Channel is seen by many Democrats as a tool of their Republican rivals, while the network denies any bias.

So far, though, his more significant holdings in the United States have been unaffected by the scandal.

The allegation that News of the World staff contacted a private investigator in the United States and sought to retrieve the private phone records of 9/11 victims surfaced in a Daily Mirror report on Monday.

The British tabloid, a direct Murdoch competitor, only had one unnamed source to back up the report.

The source said a former New York cop, now working as a private investigator, told him he had been asked to provide details of the calls 9/11 victims made and received in the days leading up to the atrocity. The source reportedly said he had declined the offer.

Panel backs stricter blood cancer drug label (Reuters)

SILVER SPRING, Maryland (Reuters) ? A U.S. advisory panel backed an experimental drug from Seattle Genetics Inc for treating two rare types of blood cancer, but recommended stricter labeling than the company sought.

The move could restrain Seattle Genetics' plans to expand use of the medicine, which is currently proposed for two types of blood cancer -- Hodgkin's lymphoma and anaplastic large cell lymphoma (ALCL) -- that affect just over 10,000 Americans a year.

The Food and Drug Administration advisory panel unanimously recommended on Thursday that the drug, Adcetris, get accelerated, or conditional, approval until the company conducts more studies to confirm safety.

Seattle Genetics shares, which were halted during the panel meeting, were down 6.6 percent to $18.99 on Nasdaq in after-hours trading.

"It's an excellent drug, but we need more experience with it overall," said panel member Dr. William Kelly, professor of medical oncology and urology at Thomas Jefferson University.

The company originally asked for full approval for Adcetris in patients who had already been treated for ALCL. About 2,000 new cases of ALCL were diagnosed in 2010, the company said.

The panel also recommended the drug for patients who have already tried a stem cell transplant to treat Hodgkin's lymphoma, another relatively rare blood cancer.

About 9,000 Americans are diagnosed with Hodgkin's lymphoma each year, but restricting it to patients who have already tried a stem cell transplant could also limit sales.

FDA staff reviewers suggested narrowing the approved patient group for Hodgkin's treatment in documents released on Tuesday, sending Seattle Genetics shares down 3.6 percent.

The FDA usually follows the recommendations of its advisory panels and is due to make a final decision on the drug by August 30. If approved, Adcetris will become the first FDA-backed drug for Hodgkin's since 1977.

Howard Liang, an analyst at Leerink Swann, sees U.S. sales at more than $400 million for both types of cancer in 2015.

But the CEO of Seattle Genetics, Clay Siegall, told Reuters in May sales could be well over $1 billion if the drug wins approval as a first treatment option for ALCL and Hodgkin's, not just for previously treated patients. The company is currently conducting studies for that, he said.

SMALL TRIAL SIZE

The FDA granted priority review status for the drug, known chemically as brentuximab vedotin, meaning the agency believes the medicine is a potentially significant advance over existing therapies.

Brentuximab vedotin links a tumor-targeting antibody to a cancer-killing chemotherapy drug with the goal of limiting side effects. It is designed to home in on an antigen, or foreign substance, in Hodgkin's lymphoma, several types of T-cell lymphoma and other hematologic malignancies.

But the agency said the company needs more studies confirming safety and efficacy before the drug can get full approval.

"No one is debating the level of activity of this drug," said panel chairman Dr. Wyndham Wilson, chief of the lymphoma therapeutics section at the National Cancer Institute.

"This to me seems the perfect example of a drug that should be approved under accelerated approval."

In mid-stage trials, three-quarters of patients had some tumor shrinkage after taking Adcetris for Hodgkin's and about a third had complete remission, or disappearance, of the disease. For ALCL, 86 percent had a response and over half had complete remission.

However, the mid-stage trials only included 58 patients for ALCL and 102 patients for Hodgkin's and did not compare Adcetris to another drug. The FDA said these factors made it difficult to pinpoint the drug's safety and called on the company to develop follow-up studies by August 30, or risk having approval revoked.

"If we do not come to an agreement on an appropriate program, with the company by August 30, you will be seeing us again at this committee," said Dr. Richard Pazdur, head of the FDA's Office of Oncology Drugs.

The company said it was confident of coming to an agreement with the agency before that date.

"We're looking forward to working with the FDA to define our development plan," CEO Siegall told reporters. "This is our highest priority of the company."

Venezuela's Chavez creates agency to watch prices (AP)

CARACAS, Venezuela ? Ailing Venezuelan President Hugo Chavez capped a busy Thursday full of pronouncements and speeches by signing a decree that creates a new state authority to oversee prices.

The action aims to attack one of the biggest challenges facing the oil-exporting country: annual inflation hovering near 24 percent that is the highest in Latin America.

Chavez also rallied supporters and expressed confidence that he will survive cancer, a day after saying he expects to eventually undergo chemotherapy or radiation treatment.

"I'm facing one of the biggest battles of my life," Chavez told the crowd in a downtown Caracas plaza. "With the grace of God we will also win it."

The newspaper Estado de S. Paulo in Brazil reported on its website Thursday night that Chavez would seek treatment at Hospital Sirio Libanes, a facility in Sao Paulo known as one of the best hospitals for cancer treatment in Latin America. The newspaper did not cite its sources for the report, and there was no immediate comment from the Venezuelan government.

Presidents Dilma Rousseff of Brazil and Fernando Lugo of Paraguay have both been treated for cancers at Sirio Libanes. Lugo underwent treatement last year and Rousseff in 2009 when she was not yet Brazil's president.

Rousseff last week offered Chavez the help of Brazilian doctors for his cancer treatment, telling him in a phone conversation that Brazilian specialists could be sent to Venezuela or he could come to Brazil.

Chavez did not give details about his cancer treatment in a televised Cabinet meeting Thursay, instead focusing on domestic affairs.

He signed a decree to create a new "national system of costs and prices" that he said will prevent businesses from overcharging Venezuelans and ensure "fair prices."

"Speculation should end," Chavez said.

Chavez enacted the decree, among others, by using special legislative powers granted by his congressional allies in December that allow him to enact laws on his own for 18 months.

The government already maintains price controls on many basic food products, ranging from milk to sugar to beef. It wasn't immediately clear what additional steps the new agency will take.

During his outdoor appearance Thursday, Chavez rallied hundreds of supporters in a plaza where he sang along with live music and pledged an "eternal revolution" despite his recent cancer diagnosis.

The 56-year-old leader underwent surgery in Cuba on June 20 to remove a cancerous tumor from his pelvic region.

Despite his health problems, Chavez projected the image of a chief executive control Thursday by speaking for 109 minutes during the Cabinet meeting.

Chavez touched on a range of subjects, including vowing to accelerate his government's socialist-inspired Bolivarian Revolution.

"Socialism or nothing," Chavez told his ministers while saying his government is moving ahead with "revolutionary laws."

Chavez also condemned NATO airstrikes in Libya and expressed support for the North Africa nation's embattled leader, Moammar Gadhafi.

"Gadhafi sent a message," Chavez said, without specifying what the Libyan leader told him or when the message was sent. "Gadhafi is there resisting. How long will this outrage go on?"

"It's a heroic and free nation, and its government responds to Libya, not to the interests of the empire, not the old ones nor the new empires," Chavez said, referring to the United States and European countries that have participated in the airstrikes.

"Long live Libya and its independence! ... Courage, Gadhafi. Courage, Libya," Chavez said. "They're challenging the murderous bombs of NATO."

He also expressed support for the Syrian government, saying "imperialism" is behind the four-month revolt in that country.

Chavez said another of his allies, Iranian President Mahmoud Ahmadinejad, had called him. "I haven't been able to talk with him," Chavez said, adding that he hoped to soon.

Among the other decrees signed by Chavez was the expropriation of a rice processing plant in central Guarico state, which he said had been violating labor laws and other requirements.

The leftist leader discussed the government's farming, housing and electricity projects and dived into Venezuelan history while reading the country's 1811 declaration of independence.

Chavez drank a single cup of coffee, saying he has cut back drastically from the dozens of cups he used to consume in a single day.

"I've freed myself from an addiction," Chavez told his Cabinet ministers.

Chavez paused during the meeting, at 3 p.m., and said it was time for him to take a pill. He held up half a pill in his fingers without saying what it was and swallowed it by downing a glass of water brought to him by a woman wearing a white medical robe. "Iron discipline, I take the pill," Chavez said.

In the past week, Chavez's Twitter account has been active with several messages posted each day, and he has appeared on television addressing troops and attending Mass.

He and government officials have not said what type of cancer is involved. Chavez has said a tumor the size of a baseball was removed in last month's surgery.

Chavez has kept his speeches shorter than usual, saying he is under strict doctors' orders.

But on Thursday, he spoke twice and for a total of more than two hours. During his speech to supporters, Chavez wore fatigues and the red beret from his days as an army paratroop commander.

Chavez raised the flag over Plaza Bolivar in downtown Caracas while the national anthem was played. Supporters clapped and cheered.

"I wanted to come here to accompany you physically because these days I've been accompanying you ... with my spirit, with my soul rather than my body, for the reasons you all know," he said.

Chavez, who is up for re-election in 2012, said he is confident "the Bolivarian Revolution, the socialist revolution ... will never again leave here."

After his speech, he grabbed a microphone and joined a Venezuelan joropo band in singing songs from the rural plains where he grew up.

"Long live the plains!" Chavez said with a smile.

An announcer at the plaza told the crowd: "Long live El Comandante Hugo Chavez!"

The crowd responded with chants of: "Onward commander!"

Chavez also shouted: "I will live, we will live, for the homeland!"

He was scheduled to meet with Peru's president-elect, Ollanta Humala, on Friday, according to Humala's political party. The visit had been delayed while Chavez was recovering in Cuba.

A low pressure system over Montana will push a frontal boundary through the Northern Plains, kicking up showers and thunderstorms. In addition, low pressure spinning over Kansas will continue to bring widespread showers and thunderstorms to the Central Plains and Mid-Mississippi Valley. This system will be associated with strong winds, heavy rain and possible hail. At the same time, low pressure off the coast of Maine will push a cold front through the Ohio Valley and Mid-Atlantic states, cooling temperatures by about 10 degrees. This cold front will also trigger thunderstorms over parts of the Tennessee Valley and Mid-Atlantic. Meanwhile, high pressure will build over the Great Lakes bringing sunny and dry conditions through most of the Northeast. To the south, warm, moist air from the Gulf Of Mexico will continue to be pushed onshore triggering storm systems over the South and southern Florida. The South and Southeast will continue to see hot and humid weather with high temperatures near 100 degrees and heat indices up to 115 degrees.

In the West, monsoon moisture will persist for the Southwest triggering scattered showers over most of the Four Corners. In addition, the rotation of a low pressure system over British Colombia will push moderate to light rainfall across the Pacific Northwest and Intermountain West. However, California and Nevada will see mostly sunny and dry conditions with low clouds and fog along the California coastline.

Temperatures in the Lower 48 states Tuesday ranged from a morning low of 32 degrees at Truckee-Tahoe, Calif., to a high of 105 degrees at Houston.

China calls on world to normalize ties with Sudan (Reuters)

BEIJING (Reuters) ? The world should recognize the efforts made by Sudan in bringing peace to its southern region, now an independent state, and normalize relations with Khartoum, state media on Thursday quoted a senior Chinese diplomat as saying.

Sudan has long been under a U.S. trade embargo, and its leader, President Omar Hassan al-Bashir, faces indictment from the International Criminal Court over war crimes charges stemming from long-running fighting in the Darfur region.

But Beijing has maintained close trade, energy and military ties with Khartoum, and last month played host to Bashir.

"The Sudanese government has shown the political will to push the north-south peace process, and has made great efforts in the this regard," the official Xinhua news agency cited China's deputy representative at the United Nations, Wang Min.

Wang called on the international community to "fully normalize relations with Sudan as soon as possible, so the Sudanese people can enjoy peace, dignity and development at the earliest opportunity," Xinhua added.

While China relied on Sudan as its sixth largest source of oil imports in 2010, its has been keen to build a relationship with leaders in the south, which became the world's newest country over the weekend.

Wang urged the two countries to resolve remaining issues between them through "peaceful dialogue," and also called on other countries to help South Sudan.

"We call on the international community to continue providing support for South Sudan's political stability and practical help for South Sudan's economic recovery and development," Wang added.

China recognized South Sudan on Saturday, and President Hu Jintao has promised strong ties with the new country.

CINNAMON coffee cake "FULL
This recipeis from my collection of old-fashioned recipes.

3 / 4 cup butter, softened
1 1 / 2 cups sugar
3 eggs
1 1 / 2 teaspoon vanilla extract
3 cups flour
1 1 / 2 teaspoon baking powder
1 1 / 2 teaspoon baking powder
1 / 4 teaspoon salt
1 1 / 2 cup sour cream

Filling:
1 / 2 cup brown sugar
1 / 2 cup finely chopped pecans
1 1 / 2 teaspoon ground cinnamon

Preheat oven to 350 degrees.
Grease a loaf pan 10-inch pipe or two, withaside.

In a large mixing bowl, combine butter, sugar, eggs and vanilla extract, beat at medium speed for 2 minutes.

Combine the flour, baking powder, baking soda and salt, cream to the mixture alternately with the sour cream. Start and end with flour.

Pour about 2 cups (about 1 / 3 of dough) on the bottom of the pan.

Combine filling ingredients enter into a small bowl. Sprinkle about 1 / 2 the mixture over the dough. Add another third of the doughthen the rest of the filling. Top with the remaining dough. Bread pans when you apply the same principle.

Bake about 1 hour or until a wooden selection is inserted in the center comes out clean. Let a little 'cool before removing from pan to serving platter.

Yield: 14 to 16 servings.

Cherry Nut Coffee Cake "
1 jar (12 ounces) cherry preserves
1 / 2 cup chopped pecans or almonds
1 / 4 cup brown sugar
1 / 4 teaspoon cinnamon
2 cups biscuit / baking mix
2 tablespoonsGranulated sugar
1 egg
3 / 4 cup milk
Drizzle glaze follows recipe

Preheat oven to 400 degrees. Grease or spray pan with a 9 inch square.

Cherry preserves evenly over bottom of pan.

In a small bowl and set mix nuts, brown sugar and cinnamon, set aside.

Add remaining ingredients and beat vigorously less than a minute. Spread the mixture evenly over the preserves, sprinkle with brown sugar mixture. Bake 25 to 30 minutes or untildone. While still warm, drizzle with icing.

Frosting
1 / 2 cup powdered sugar
1 tablespoon water or milk
1 / 4 teaspoon vanilla extract

Combine all ingredients in a bowl and stir until smooth. Drizzle over warm cake.

Variation: You can replace the walnuts and raisins to make a Cherry Coffee Cake Raisin.
