The app makes a connection to your Windows computer over Wi-Fi and, once connected, you may dictate directly into the iPhone instead of using a microphone. Both the computer and the iPhone must be on the same Wi-Fi network.
The Dragon Remote Microphone app is a free download but for it to work, you need to have Dragon NaturallySpeaking 11.5 (Premium, Professional, or Legal) installed on the PC.
It is currently compatible with the Windows version of Dragon NaturallySpeaking but a Mac could be coming according to a tweet from @Nuance - "..our goal is to provide PC & Mac users w/same great experience. Stay tuned!"
